AMC; President- Jeffrey M. Burton; BS-BO, MBA, PhD (ABD)-Public Policy
Jeff Burton is President of AMC, designer of the AMC Program Design. Prior to starting AMC, Mr. Burton was the Director of Construction and Development for Picerne Military Housing, a national real estate development, construction and property management company, that partners with the U.S. military to provide housing for military families. Mr. Burton has also been the Regional Manager of KB Home, Director of Construction for C&D Management and Senior Program manager for MDC Holdings and Richmond American. As Principal of SAF-A, he has acted as the Chief Consultant for American Communities, Clearwater Investments, National Capital Partners, Alman Real Estate Group, Sky-scapes Group, WTF-Iraq, WTF-Sudan and others. He was also the originator of the process and policy design for FSBI-Fort Riley. Mr. Burton is a nationally recognized expert in the areas of Community Development and Program Management, having spoken at numerous industry forums and written extensively on the subject.
One of the primary strengths of Mr. Burton is the ability to create and lead highly developed and experienced cross-functional teams, capable of delivering extraordinary results. “Extreme Principles / Extreme Execution” being the mantra, Jeff lead the largest Extreme Home Makeover in the history of the show managing and organizing over 3500 volunteers over 5 days to deliver a total of over 20 projects. This is the spirit, initiative and results that Mr. Burton focuses on delivering with each of his project teams. This ability has won accolades from the highest levels of the Department of the Army to community leaders to peers and spectators.
AMC; Chief of HPM Business Development- Ron Nolan; BS
Mr. Nolan founded Nolan Real Estate Services, Inc. in 1980 as a firm specializing in the multi-family and hospitality industries. NRES provides a full-range of services including acquisitions and due diligence analysis, asset and property management, and disposition and consultation. It currently serves as the management affiliate of KCVG and maintains a regional office in Phoenix, Arizona and has over 300 employees while managing over 9,500 units nationwide. NRES was one of the original SAMDA contractors appointed by the RTC and was responsible for the oversight of three contracts with a book value of over $500 million. It received special commendation from the RTC for its work on these contracts.
AMC; Financial Modeling and Program Analyst- Angela Rose, BS-Human Resource Management
Angela Rose worked as a financial and program analyst both in the private sector and in the Government arena. As Senior Program Analyst for TAACOM-RIA, she assisted in formulating and executing IMMC programs for the Army Material Plan (AMP) and development of specific guidance to major acquisition programs. She was integral in setting program and financial goals, developing metrics, monitoring and reporting. She was in-charge of direct funding, reimbursable funding and fund citations from multiple sources and uses, utilizing a working knowledge of DoD / DA / AMC systems. Mrs. Rose was also integral in the evaluation, planning and management of the ASC LOGCAP Program with a primary focus on cost controls. This included being the Subject Matter Expert (SME) on all MILCON, OPA and OMA legislation and policy issues.
AMC; Deputy Chief of Business Development; Opportunity Assessment / Delivery- Clark Hill; BS
Clark G. Hill Sr. is a retired Naval Officer with over 20 years of commercial contracting experience. Prior to joining AMC as a consultant, he served in multiple capacities for PAE Government Services Inc., most recently as the Director of Operations, Middle East Region. He developed the marketing and business plan for the region that increased PAE’s businesses operations in the region to over 150 million dollars in three years. He was also responsible for the establishment of a major procurement office in Dubai, United Arab Emirates. The office sourced, selected and transported construction materials and supplies to build some 50 African Union camps in the Darfur region of Sudan. Each camp was a stand alone base with berthing, dining, power generation, water supply, and sewage treatment plants. This office also provided logistical support for all of the PAE contracts in the Middle East and Africa. Mr. Hill was the in-country manager for PAE to build and provide operational and maintenance support for a housing complex within the U S Embassy compound for state department personnel and a housing compound for the U S Embassy Annex compound near the presidential palace in Kabul Afghanistan. He was earlier assigned as the terminal operations manager at the U S Naval Air Station (NAS) Sigonella, Sicily, Italy. In that position he was responsible for all terminal operations to include management of a dining facility, arranging and providing transport to and from hotel accommodations for flight crews.. During his two year management of the contract he successfully managed 5 Italian unions without a single lost day due to a strike. The terminal was awarded “Best Large Military Terminal” for two successive years under his management. During his assignment to the U S Naval Support Facility on Crete, Greece he was responsible for the dining facility for the base; also for receiving and transport of all household goods, vehicles and airfreight; and operation of the base enlisted and officer’s quarters and the transit quarters. He was the manager responsible for constructing several gymnasiums and recreation facilities for the US State Department and US Army on sites listed above.
Mr. Hill directed and been responsible for delivery of final review of many of the contracts that were submitted to the government on behalf of clients worldwide. He has also been selected to be a key member of several mobilization teams to respond “in force” upon winning a contract to staff the contract, develop and implement the many SOP and procedures required for successful operations.
AMC; Chief of Analytics- LaVerne Bitsie-Baldwin, BA, MS, PhD-Mathematics (ABD)
LaVerne Bitsie-Baldwin is an accomplished minority recruitment expert. After teaching for several years, Ms. Baldwin joined Kansas State University as the Director of the Multicultural Engineering Program in the College of Engineering. Over the last 6 years, she has changed the paradigm of K-State minority recruiting; dramatically increasing minority enrollment in the Kansas State Engineering program and creating synergistic and progressive community, industry and inter-collegiate partnerships. The relationships she has lead and fostered include; ConocoPhillips, Cargill Corporation, Dow Chemical, National Action Council for Minorities in Engineering, Leadership Kansas and others. LaVerne has received multiple awards in minority recruiting including the prestigious Making a Difference Award from constituents of the KSU Women in Engineering & Science Program, 2006-2008.
Ms. Bitsie-Baldwin currently sits on the National board, for the National Association of Multicultural Engineering Program Advocates (NAMEPA) and is a professional member of the American Indian Science & Engineering Society.
AMC; Procurement Specialist- Michael Gayle, Lt. Colonel, US Army, Retired; BS, MS- Procurement and Acquisition Management
Michael Gayle served 20 years in the United States Army after graduating from the United States Military Academy in 1980. Mr. Gayle since his retirement has worked extensively as a Senior Government Sector Management Executive. He has lead efforts including the most recent facilitation at West Point involving the subject of minority affairs. He is a Dynamic visionary with broad government and political experience with large materiel acquisitions (PPBS and PPBES), the legislative budget process, and government business units, with excellent relationship building abilities in the competitive space for teaming opportunities. He also possesses a keen business and boardroom acumen.
As a General Electric Global Research Center, Defense Program Manager he lead a multidisciplinary team developing and executing a vision for the Corporate GE Research Center that will impact the future of Government Customers in a myriad of areas in aviation electronics, flight management, mission management, platform computing, information systems, communications, and displays. Michael, as Chief of Programs Division for US Army, Office of the Chief of Legislative Liaison, Led a liaison team that developed Legislative Priorities, Strategies, and Implementation Plans for senior Army executives at the highest levels (Secretary of the Army, Under Secretary of the Army, Chief of Staff of the Army and the Vice Chief of Staff of the Army) that yielded successful results with regard to Army funding during Congressional budget cycles. The team’s efforts resulted in better than an 80% success rate from the FY98-FY01 Defense Authorization committees and achieved funding plus-ups in a fiscally constrained environment.
AMC; Chief of Strategy and Deployment - Michael Ellerbe, Lt. Colonel, US Army, Retired; BS, MS-International Relations, MS- Strategic Studies.
Michael Ellerbe served 24 years in the United States Army after graduating from the United States Military Academy in 1980. Mr. Ellerbe during his military career served in multiple capacities including; Chief of Special Operations Division, G-3 of the 10th Mountain Division, Battalion Commander of the HHC-1st BDE 82nd Airborne and 504th Parachute infantry Regiment, Director of Operations HQ XVIII Airborne Corps and Chief of the Plans Branch of joint Operations Division of the joint Staff. Michael is also a graduate of the Army War College, receiving a Masters in Strategic Studies in 2002. Mr. Ellerbe is an African-American, who intimately understands the issues of minorities both in the Academy and in the Army.
AMC; Chief Contextual Expert- Leon L. Haley; BA, MA, PhD –Political Science
Leon Haley in addition to assisting AMC is a Professor Emeritus at the University of Pittsburgh. During his over 55 years in academia, he has accomplished a very extensive body of work in regards to both African-American issues and Non-profit development. Mr. Haley also is consummate professional in the collegiate recruiting of minorities having been the Director of Admissions and the Dean of Student Affairs for the University of Pittsburgh. Leon’s activities in the African-American community are unprecedented having sat as the President and Executive Director of the Urban League, Co-Chair of the Governor's Advisory Commission on African American Affairs, having taught at several predominantly black colleges including Wiley College in Texas and written many works on African-American affairs including the heralded biography on General Roscoe Robinson Jr. entitled “The Quiet One” and “From the Staunton to the Allegheny: An African American Family Journey.
